Help desk

In contrast to a bug tracker, a help desk is private. A user creates a ticket/item to get personal support and may add private information which is not to be made public.

Please see dev:Tiki as a help desk for more info on the development state.
The import / export data for a help desk in the Tiki Tracker system will be added here on completion.
