Start by filling in or editing the following pages.

Site Mission - including what is in scope for the wiki and what is not, who should participate and why (they should spend their time on this site).
Site Goals - functional and content objectives that may include time horizons, e.g. phase one, phase two etc.
Site Configuration - choose your features wisely.
Site Modules - which columns and what modules appear for what groups and when.
Admin Training - how to train admins to maintain the site.
Site Map - a comprehensive list of existing or to become existing pages
Site Todos - a list of misc. things that need to get done that can be updated regularly.
Terms of Use - every wiki (public or not) should have a terms of use, which explains what kind of participation is allowed (and what is not).
Wiki new user training - how to train the first (or all) users for the site.
